President William Ruto has said more than 10 million Kenyans are accessing loans through the Hustler Fund, with a total of KSh98 billion disbursed without collateral.
Speaking during the 2026 Mashujaa Day celebrations, Ruto said the fund was designed to expand access to affordable credit for people previously excluded from formal financial services.
The President said the government planned to inject an additional KSh5 billion into the programme by the end of 2026 to expand lending and support more small businesses.
The initiative forms part of the administration’s Bottom-Up Economic Transformation Agenda, which seeks to improve access to financing for low-income households and small-scale entrepreneurs.
Ruto said widening access to credit was essential to strengthening businesses and enabling more Kenyans to participate in economic activities.
The proposed additional funding is intended to increase the fund’s capacity to serve borrowers, although the speech did not provide a breakdown of loan repayment performance or the number of active borrowers.
