Kiminini MP Kaikai Bissau has called for the formation of a Normalisation Committee to address ongoing governance disputes within the Football Kenya Federation (FKF), warning that the wrangles could undermine Kenya’s football development and preparations for the 2027 Africa Cup of Nations (AFCON).
Speaking in the National Assembly on Tuesday, October 6, Bissau raised concerns over reported disagreements surrounding FKF leadership, budgets, governance and league regulations, which he said had disrupted the federation’s operations and delayed the start of the 2026/27 football season.
The legislator also questioned the status of outstanding payments owed to Harambee Stars players, saying delays in settling the dues could affect players’ welfare and morale.
Bissau further sought clarification on reports that Harambee Stars head coach Benni McCarthy and members of his technical team are yet to receive the necessary work permits.
He warned that the unresolved issues could interfere with Kenya’s preparations for the 2027 AFCON, which Kenya is set to co-host, while also affecting the country’s participation in international competitions.
The MP also highlighted the financial burden being shouldered by football clubs as they continue to maintain players and technical staff despite uncertainty over when the new league season will begin.
Bissau cited his own community club, Bazoo Boys, where he serves as patron, as an example of clubs continuing to incur costs for player salaries, upkeep and preparations without a definite league commencement date.
He acknowledged the government’s investment in sports infrastructure and development under President William Ruto, including stadium projects and sports academies, but argued that governance challenges within football must also be addressed.
According to Bissau, while FIFA regulations prohibit government interference in football administration, the establishment of a Normalisation Committee could provide a mechanism for resolving the current disputes in accordance with FIFA rules.
He has asked the Departmental Committee on Sports and Culture to provide Parliament with details on the nature and cost of the FKF governance disputes, measures being taken to resolve them and timelines for the commencement of the various football leagues.
The committee has also been asked to disclose the amount owed to Harambee Stars players, explain the reasons for the delayed payments and provide timelines for settling the outstanding dues.
Additionally, Bissau wants the committee to clarify the status of work permits for McCarthy and his technical staff and outline measures being taken to resolve the matter.
The MP further wants Parliament to be informed of measures being implemented to safeguard Kenya’s preparations for the 2027 AFCON, including consideration of a Normalisation Committee to restore stability within the country’s football administration.
