Nairobi County Chief Officer for Citizen Engagement and Customer Service Geoffrey Mosiria has pledged to establish rehabilitation centres, expand mental health support and intensify the crackdown on illicit brews if elected governor in the 2027 General Election.

Mosiria says his proposed administration would prioritise family welfare and tackle alcohol and substance abuse, which he identifies as major challenges contributing to family breakdown, mental health struggles and loss of livelihoods in the capital.

In a statement shared on Instagram on Friday, October 16, 2026, the county official argued that transforming Nairobi requires more than improving infrastructure and public services, insisting that leadership must also address social problems affecting households and communities.

“Kama gavana wa Nairobi nitasimamisha ndoa na familia za wananchi wa Nairobi!” Mosiria declared, signalling his intention to make family restoration a central pillar of his gubernatorial agenda.

He described alcohol and substance abuse as a growing concern, saying the crisis had undermined family relationships, damaged household finances and left many residents struggling to rebuild their lives.

“The biggest challenge facing the people of Nairobi today, and one that is claiming many lives, is alcohol and substance abuse. This crisis has contributed to the breakdown of marriages and families, increased mental health challenges, and robbed many people of their dignity, livelihoods, and future,” he stated.

Mosiria pledged to improve access to professional counselling, addiction treatment and rehabilitation services for residents battling substance abuse and mental health challenges.

He said his proposed administration would establish dedicated mental health facilities and rehabilitation centres to help affected individuals recover and reintegrate into society.

“My first focus will therefore be to restore families, support marriages, and help individuals struggling with addiction and mental health challenges,” he said.

The county official maintained that addressing addiction requires a comprehensive approach that combines treatment, family support and community interventions rather than leaving affected individuals to confront their struggles without adequate assistance.

However, he did not provide details on the proposed facilities’ locations, funding, implementation timelines or how the county would coordinate the initiative with existing healthcare facilities and rehabilitation providers.

On enforcement, Mosiria promised tougher action against illegal establishments selling illicit brews and harmful substances, linking the crackdown to his broader plan to improve public safety and protect families.

He also acknowledged the economic challenges that may push some people into illegal businesses, pledging to provide alternative livelihood opportunities for those willing to abandon the trade.

“However, enforcement alone is not enough. We will provide alternative livelihood opportunities for those willing to abandon the illegal trade and engage in lawful, sustainable businesses that support their families without endangering the lives of others,” he stated.

The proposal would combine law enforcement with economic empowerment, although details on the proposed alternative livelihood programmes and their implementation remain unclear.

Mosiria said rebuilding families and addressing substance abuse would be essential to creating a healthier and safer Nairobi.

“Before we can build a better Nairobi, we must first rebuild the people, restore our families, and create a society where every resident has the opportunity to live a healthy, safe, and dignified life,” he added.

The pledges come days after Mosiria publicly declared his intention to contest the Nairobi gubernatorial seat in the 2027 General Election, setting the stage for a potential political contest against his current boss, Governor Johnson Sakaja.

Mosiria announced his ambition on Sunday, October 11, during a church service at Jesus Is Alive Ministries in Nairobi, hosted by Bishop Margaret Wanjiru.

During the declaration, he presented his experience in the county government as a foundation for his bid to lead the capital, describing himself as a problem-solver capable of addressing the city’s challenges.

He also floated Bishop Wanjiru as a potential running mate, although no formal ticket arrangement has been confirmed.

Mosiria previously served in the county’s health and environment departments before being reassigned to Citizen Engagement and Customer Service in November 2025 as part of administrative changes under Sakaja’s leadership.

His public profile has grown through environmental enforcement operations and his engagement with Nairobi residents, often using social media to highlight county activities and respond to public concerns.

As the 2027 election approaches, his proposed focus on addiction treatment, mental health, family welfare and the fight against illicit alcohol is emerging as a key part of his campaign message. The effectiveness of the pledges, however, will depend on the funding, implementation plans and measurable commitments he puts forward.
