Embakasi East MP Babu Owino has questioned the role of the Nairobi County Government in approving buildings following the collapse of a structure along 9th Street in Eastleigh.
In a statement shared on his X account, Owino argued that the National Construction Authority (NCA) cannot complete the registration of a construction project without the relevant approval documentation from the county government.
“There is no way the NCA can approve the construction of any building in Nairobi without the approval of the County Government,” Owino said.
He added that NCA registration requires a PPA2 form from the county, arguing that county-issued approvals guide the authority’s registration process.
The NCA reported that the collapsed building was registered on July 30, 2025, under registration number 53128815710410.
According to the authority, the project was registered under developer 9th Street Plaza Limited, with Stromax Holdings E.A Limited listed as the contractor.
The project’s listed professionals were architect Emmanuel Mwangi Maina and structural engineer Joseph Muturi Mugu.
The building was located on land reference number 36/II/40 along 9th Street in Eastleigh, within Kamukunji Sub-County.
Following the collapse on Friday, October 23, a multi-agency team was deployed to coordinate rescue operations and initial investigations, while the site was cordoned off to protect the public.
Owino’s remarks raise questions about the respective responsibilities of the county government and the NCA in the construction approval process.
However, the registration details released by the NCA do not, on their own, establish whether all the required county approvals were obtained or whether any regulatory breaches occurred.
Investigations into the collapse are ongoing, with authorities expected to provide further information on the circumstances surrounding the incident.
