The Human Rights Foundation (HRF) has called for an international investigation into the killing of Rwandan dissident Robert Kabera, whose body was discovered in Uganda nearly three weeks ago.
The organisation condemned the killing and raised concerns over what it described as possible transnational repression linked to the Rwandan government under President Paul Kagame.
Kabera’s remains were reportedly discovered without the head, which authorities have yet to recover. Police have also not announced any arrests in connection with the killing.
The lack of progress in the investigation has raised concerns over the circumstances surrounding his death and the possibility of cross-border targeting of Rwandan government critics.
HRF has called for a credible international investigation to establish the circumstances of the killing, identify those responsible and ensure accountability.
The organisation’s concerns come amid broader allegations of transnational repression targeting critics of the Rwandan government beyond the country’s borders.
However, the allegations linking the killing to the Kagame administration have not been established by an investigation, and no responsibility has been formally attributed.
