The Independent Electoral and Boundaries Commission (IEBC) has issued Senator Hassan Omar with a formal warning and severe caution after finding him in breach of the Electoral Code of Conduct.
In a press release, the commission said its Electoral Code of Conduct Enforcement Committee had concluded Complaint No. 3 of 2026 concerning Omar and found him to have violated paragraphs 6(k)(i) and 6(l) of the code.
The committee consequently issued the senator with a formal and strict warning and severe caution under paragraph 7(a)(i) of the Electoral Code of Conduct.
Omar was also directed to comply with the code for the remainder of the applicable election period, particularly by refraining from language or conduct that could reasonably be interpreted as encouraging or normalising electoral malpractice or undermining public confidence in the integrity of the ballot.
The IEBC said the warning was intended to establish a clear boundary against a recurrence of similar conduct, adding that any subsequent violation could attract a more severe sanction under the code and applicable law.
The commission described the determination as a formal enforcement action and urged political leaders and other stakeholders to support efforts to protect the integrity of the electoral process.
It reiterated its commitment to enforcing electoral laws fairly and without fear or favour, saying every Kenyan should have confidence that their vote would be protected and counted in accordance with the law.
