The High Court has ordered the Inspector General of Police and other police authorities to produce Tanzanian opposition activist Twaha Mwaipaya before the court, either alive or dead, amid questions surrounding his arrest and detention.
Justice Alexander Muteti directed the Inspector General of Police, the Directorate of Criminal Investigations (DCI) and the Officer Commanding Ruai Police Station to produce Mwaipaya in court on Monday, November 2, 2026, at 11am.
The respondents were also ordered to present the original detention warrant and explain why Mwaipaya should not be released from custody.
The orders followed an application filed by Vocal Africa on behalf of Mwaipaya through a Chamber Summons dated October 27, 2026.
Justice Muteti certified the application as urgent and summoned Douglas Kanja Kirocho and Amin Mohamed Ibrahim to appear before the court, either personally or through their advocates, to explain the circumstances surrounding Mwaipaya’s arrest and detention.
The respondents and interested parties have been directed to file and serve their responses by 9am on Monday.
The matter is scheduled for mention at 11am the same day for further directions and orders.
